10th Street Safety Demonstration
10th Street Emerging Cultural District
Neighbors across our cultural district have said it clearly in our listening sessions and beyond: driver speeds on 10th Street are untenable, and this corridor needs to be safer to drive, walk, cross, etc. We shared our goals with DPW and they designed this project to test changes that slow traffic and make 10th Street safer for everyone, whether you're driving through our emerging cultural district or stopping to hang out in it.

Project Information
This is a temporary, grant-funded safety demonstration led by the Indianapolis Department of Public Works and the 10th Street Emerging Cultural District steering committee. Using water-filled barriers and other temporary materials, the project narrows 10th Street from four travel lanes to two, adds curb extensions, and includes street painting near the Emerson Theatre. It's part of DPW's Community Powered Infrastructure program, which uses real-world data to measure whether low-cost, temporary interventions can improve safety before any permanent investment is made.

Project Goals & Methods
The core goals of this project are the following:
-
Reduce excessive vehicle speed
-
Designate parking spaces to support restaurants and storefronts in the corridor
-
Reduce on-sidewalk parking
-
Support pedestrian use and safety in the corridor

We'll use the following methods to impact these goals:
-
Curb extensions and lane reduction slow traffic, shorten crossing distances, and give pedestrians better visibility.
-
Protected parking spaces keep vehicles off the sidewalk.
-
Street painting adds vibrancy while further calming traffic, consistent with results from similar projects around the city.
Similar interventions elsewhere in Indianapolis have consistently reduced average driving speeds.

Volunteers Needed
We're inviting community members to be part of the process! You're invited to help us install this safety demonstration, including placing materials in the roadway to facilitate the traffic modifications, and painting art in the right-of-way! Even after the vertical delineations from this test are removed, the art we create together will remain on the street as part of our Emerging Cultural District. Check out the volunteer sign up to learn more about how to help!
